Stone on SB 100 Alternative Energy

Thank You Mr President and colleagues

I respectively rise in opposition to SB 100 Colleagues it was just three years ago that we passed SB 350 setting the goal of our energy providers using 50 percent renewable energy by December 31st 2030 Now I understand and commend the Senator for his efforts and pressing the clean energy providers to shift to this clean and renewable energy but I'm weary of SB 100 SB 100 is now raising the standards and goals by shaving four years from the original goal while also aggressively increasing the renewables requirement Moving to targets so quickly on utilities specifically our small publicly owned utilities could further burden them and the new cost will be undoubtedly passed on to our ratepayers

While I understand the need to set goals I can't support legislation that will force energy rates to increase for our many constituents Californians currently pay almost 50% higher prices to the national average just raising once again the cost of living here in California forcing families and individuals to pay more and more just to turn the lights on and to heat their homes In fact since we passed SB 350 California residents experienced an increase in 41 cents per kilowatt while the national average dropped 10 cents per kilowatt I'm also concerned that our electric system has not worked out how to respond to the growing issue that most of these renewable energy sources produce heavily in the off hours of energy use but are intermittent and complicate the ability to ensure reliable power on the grid during peak hours Our current answer to this issue is the utilization of natural gas to cover this lapse if natural gas will no longer be an option I worry the grid reliablilty will decline

My friends I'm concerned that we stand up and try to help those that are not in a financial position to help themselves saddling them with even more high utility rates is not the answer we need to let technology dictate what we can do in an alternative energy sense and make life easier to live for the one almost 1/3 of the population that lives close to or at the poverty line Standing up for hard working Californians I respectfully ask you to oppose SB 100
